Jennifer Wicker is the Director Intergovernmental Affairs for VHHA. Her responsibilities include managing behavioral health, Medicaid, population health and employee wellness issues on behalf of the Association. Ms. Wicker has over 10 years of legislative advocacy and policy experience. Prior to joining VHHA, she served as the Deputy Legislative Director in the Office of Governor Terence McAuliffe. Her other former positions include Legislative Coordinator for the City of Richmond, Legislative Assistant for Delegate Jennifer McClellan and former Delegate and Secretary of Administration Viola Baskerville. She holds a Master of Social Work degree and a Certificate of Nonprofit Management from Virginia Commonwealth University as well as a Bachelor of Arts in Political Science from Randolph-Macon College.
