The 2015 Virginia General Assembly passed House Bill 1956 which requires the Virginia Department of Health (VDH) to work with stakeholders to develop guidelines for hospitals to ensure that hospitals are complying with the requirements of the Americans with Disabilities Act and that patients and family members with sensory disabilities (specifically the deaf and hard of hearing) are able to communicate effectively with health care providers.

The HB 1956 guidance document was finalized in May 2016. This guidance document represents the group’s consensus regarding best practices for ensuring patients and family members who are deaf or hard of hearing are able to communicate effectively with health care providers.
